I'm pretty sure that's how that is supposed to work, if you don't set a schedule time for the installation to be made available. Per the Deploy Software Wizard in the Scheduling section:

'This application will be available as soon as it has been distributed to the content server(s) unless it is scheduled for a later time below.'

Installation deadline and Schedule are two different values. Deadline is when the installation must happen if it has not already happened. Schedule is when the clients are allowed to see the deployment to do the installation. You set a schedule if you don't want the deployment to be available as soon as possible to the clients.You set a deadline to force the installation (usually the restart part of the installation) if the user has not allowed the deployment to happen by then for some reason.
